      Creates the center for recycling markets development in the department of trade and economic development.

      Provides for an advisory committee.

      Terminates the center on June 30, 1996.

      Requires the development of packaging policies.

      Directs limitations on the use of packaging containing specified components.

      Establishes a goal of successfully siting a major mixed waste plastics recycling facility in the state by 1995.

      Establishes financial incentives to encourage recycling.

      Provides funding for the program.

      Makes appropriations to carry out the purposes of the act.
