      Revises provisions relating to natural resources conservation areas.

      Transfers the balance in the conservation area account to the natural resources conservation areas stewardship account.

      Requires retention of two million dollars in the account to create an endowment.

      Recognizes the Union Bay portion of Lake Washington as a prime wetland area.

      Encourages a cooperative wildlife habitat management area.

      Repeals RCW 79.71.110.
