      Revises provisions regulating Class IV forest practices.

      Revises provisions for the regulation of harvest and other forest practices.

      Provides policies and processes to manage change in the type and condition of wildlife habitat over the next ten years.

      Establishes rules specifically related to forest practices on islands.

      Exempts certain forest lands from special benefit assessments.

      Provides civil penalties for violations of the act.

      Authorizes mediation proceedings to resolve disputes.

      Makes appropriations to carry out the purposes of the act.
