Encourages the state's judiciary to employ alternatives to total confinement in a manner that protects the general public when sentencing offenders.
Encourages the use of a victim-offender mediation program or dispute resolution center after a conviction.
Provides sentencing alternatives and designates penalties for noncompliance by an offender.
Requires a study on the feasibility of establishing a system of monetary fines based on the seriousness of the offense and the financial resources of the offender.
Requires an annual report on recidivism.
Authorizes the counties to operate an intensive program to provide an educational, physical training, and rehabilitative program for appropriate children.
Makes an appropriation of an unspecified amount to carry out the purposes of the act.
