      Establishes conditions for the consideration of an application by an owner of a single-family residence to construct a hydraulic project on the property.

      Requires complete plans for the protection of fish life.

      Provides civil and criminal penalties for violations of the act.

      Requires the director of fisheries to establish an advisory committee to develop new, and review existing, technical provisions for hydraulic projects.
