      Prohibits the ownership or operation of an adult entertainment business without a license.

      Makes a violation a gross misdemeanor offense.

      Makes subsequent violations a class C felony.

      Establishes requirements for issuance of a license and restricts issuance to certain persons or entities.

      Requires establishment of a buffer zone of one thousand feet from residences, schools, churches, and parks.

      Provides for conditions and restrictions to be imposed on the licenses.

      Prohibits a performer to appear in an adult entertainment business in a state of nudity or semi-nudity, unless such performer has obtained a license.

      Makes a violation a gross misdemeanor offense.

      Provides hearing procedures for revocation of licenses.

      Increases the penalty for maintaining a moral nuisance.
