      Prohibits the ownership or operation of an adult entertainment business without a license.

      Establishes requirements for issuance of a license and restricts issuance to certain persons or entities.

      Requires comment on an application for a license by local governments and school officials.

      Provides for conditions and restrictions to be imposed on the licenses.

      Prohibits a performer to appear in an adult entertainment business in a state of nudity or semi-nudity, unless such performer has obtained a license.

      Imposes an admissions tax of one dollar on all customers of adult entertainment businesses.

      Increases the penalty for maintaining a moral nuisance.
