(DIGEST AS ENACTED)

      Authorizes the access to short-term inpatient psychiatric care for patients enrolled in community support or residential services.

      Requires regional support networks to establish procedures to assure access to sufficient additional local evaluation and treatment facilities to meet the requirements of chapter 71.24 RCW.

      Provides that the act shall be null and void if appropriations are not approved.
