      Provides that the council shall not recommend approval of an application for oil transmission lines where the proposed siting is prohibited by zoning codes enacted to protect a sole source aquifer.

      Requires an applicant to pay all costs related to the site applicant process.

      Requires legislative approval for sites in Puget Sound, Admiralty Inlet, Deception Pass, and adjacent marine waters.
