(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Creates the oil heat advisory committee.

      Creates the oil heat pollution liability fund and authorizes the director to use the fund to pay remedial action costs, to pay legitimate third-party liability claims, and to pay the cost of administering the fund.

      Requires written proof of the remedial cost estimates to be filed with the director.

      Prescribes a hearing procedure to resolve disputes.

      Imposes a tax on the heating oil dealers of the state not to exceed one-half cent per gallon.
