      Establishes requirements for the adoption of regulations imposing a moratorium or interim zoning by a permit agency.

      Provides exemptions for a land use emergency situation.

      Limits the moratorium to one hundred twenty days, but provides for extensions.

      Provides for enforcement of the provisions in superior court.
