      Authorizes visits to sites of air pollution by the department and air pollution authorities to provide advice and consultation regarding the elimination or modification of any practices not in compliance with chapters 70.94 and 70.105 RCW.

      Provides alternative procedures for enforcement of the chapter when the noncompliance does not create a serious and immediate danger to public health.
