(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Creates a citizen review board system to serve in an advisory capacity for review of child welfare services.

      Requires members to sign an affidavit that information will be kept confidential.

      Authorizes the board to make recommendations to the department and the legislature concerning policies, procedures, and laws.

      Makes an appropriation of forty-nine thousand dollars to carry out the purposes of the act.

      Expires June 30, 1993.
