SB 5751 - DIGEST

      Provides that a person who discharges sludge on land or vegetation is strictly liable for all economic and noneconomic damages.

      Provides a limitation of the time for commencement of actions.

      Declares unlawful sludge dispersal to be a class C felony offense.

      Establishes a permit system for land application of sludge material.

      Directs the department of ecology to conduct a five-year study of the effects of discharging sludge on land or vegetation.
