      Requires the department of wildlife to prepare a study addressing program progress and information relating to upland bird populations, production, and restoration.

      Creates an enforcement punchcard for hunting pheasants.

      Revises fees for quail, partridge, and pheasant permits.

      Provides that the act shall be null and void if appropriations are not approved.
