      Gives the utilities and transportation commission jurisdiction over the low-level waste sites and operators to establish rates to be charged.

      Provides for hearings on rate requests by the site operators, and for complaints that the rates being charged are not in compliance with the limits established.

      Requires operators to file annual reports of their revenues.

      Requires payment of a surcharge of six dollars and fifty cents per cubic foot of waste.

      Creates the Hanford area economic investment fund and investment fund committee.

      Reduces business and occupation tax rate for low-level waste site operations.

      Includes, for purposes of determining leasehold excise tax on lands in Hanford reservation subleased to public or private entities, only the annual cash rental made by any such entity to the department of ecology.
