      Authorizes county auditors to recommend the appointment of subagents for vehicle licensing and registration.

      Establishes fee structure for subagent activities.

      Requires subagents to report all costs and revenues for their activities on an biennial basis.

      Requires a report to the legislature by January 15, 1992.
