      Provides a definition of "areas without significant water resource problems," and establishes procedures to make a determination that an area meets the criteria.

      Authorizes counties to deny building permits where there is insufficient evidence of adequate quantities or quality of potable water.

      Provides that the act shall be null and void if appropriations are not approved.
