      Directs the secretary to establish a process for selecting a single participant for the implementation of a project designed to provide a rural health care services program.

      Defines "rural health care services program."

      Provides for an advisory committee to assist in the selection.

      Makes an appropriation of one hundred fifty thousand dollars to carry out the purposes of the act.
