(DIGEST OF PROPOSED 2ND SUBSTITUTE)

      Provides for a peer review upon submission by a patient of an inquiry regarding a bill for services rendered by a chiropractor.

      Requires a report of the findings and recommendations of the committee and provides for a review of the findings by the courts.

      Authorizes the committee to file a complaint with the board against a health care provider for a suspected violation of chapter 18.26 RCW.

      Requires an annual summary of the peer review committee activities to be submitted to the board.

      Provides that the act shall be null and void if appropriations are not approved.
