      Revises designations of state highway routes.

      Revises responsibility for installation, operation, and maintenance of signals and signs.

      Creates a task force to examine the population threshold for additional responsibility for streets that are a part of the state highway system.

      Revises the designation of the scenic and recreational highway system.

      Makes appropriations to carry out the purposes of the act.

      Provides that the bridges designated shall remain the responsibility of the department of transportation.

      Transfers motor vehicle fuel tax revenues to the transfer relief fund.

      Provides for a city hardship assistance program.

      Repeals provisions of chapter 47.17 RCW.
