      Defines terms.

      Revises the planning goals of RCW 36.70A.020.

      Revises the mandatory elements of comprehensive plans.

      Requires counties and cities to identify existing open space lands permanently protected by June 30, 1992.

      Requires counties and cities to adopt development regulations on or before September 1, 1991, to assure the conservation of agricultural, forest, and mineral resource lands.

      Specifies the elements for inclusion in regional plans.

      Requires state agencies to plan consistent with the planning goals.

      Directs the interagency committee for outdoor recreation to prepare a state-wide open space plan for distribution to the counties and cities by December 1, 1992.
