SB 5809 - DIGEST
Declares a need for a new system of land use planning and governance to provide for the growth and continued vitality of the state's diverse communities and regions.
Designates the desirable elements of the new system.
Defines terms.
Revises the planning goals of RCW 36.70A.020 and 36.70A.040.
Revises the mandatory and optional elements of comprehensive plans.
Requires counties to establish a process for reviewing proposals for new communities and designates the required criteria for approval of the communities.
Requires special districts to conform to the state policy goals for land use planning.
Prohibits incorporation of cities beyond urban growth area boundaries designated by a county.
Specifies the elements for inclusion in regional economic development plans.
Requires state agencies to plan consistent with the planning goals.
Provides for state review of comprehensive plans and/or development regulations.
Establishes a state growth management board, specifies the membership, and specifies the matters subject to board review.
Provides for sanctions in case of noncompliance with planning requirements by counties, cities, or state agencies, including the withholding of revenues.
Provides for appeal procedures from final orders of the hearings board.
Revises funding mechanisms.
Provides that nothing in the act shall affect any tribal rights established by treaty.
Revises objectives of boundary review boards and provides for disbanding the boards.
