      Provides for the establishment and implementation of community-based gang risk prevention and intervention pilot programs.

      Specifies the goals of the programs.

      Authorizes the employment security department to provide job counselors at cultural awareness retreats.

      Directs the department of labor and industries to provide information and assistance for apprenticeship programs.

      Authorizes the division of juvenile rehabilitation to provide facilities for cultural awareness retreats.

      Provides that the act shall be null and void if appropriations are not approved.
