(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Directs the establishment and administration of a community-based program targeting young adolescents for teen success.

      Provides for the award of eight grants to diverse geographic locations throughout the state.

      Designates the goals of the pilot projects.

      Requires the department to contract with an independent entity to conduct an evaluation of the effectiveness of the projects.

      Makes an appropriation of nine hundred thousand dollars to carry out the purposes of the act.

      Expires June 30, 1998.
