      Directs the construction of an intrastate rapid rail transportation system.

      Requires a local government review process prior to conversion of a transportation corridor to a major transportation system.

      Creates a community assessment fund.

      Specifies the elements of the review process.

      Authorizes an additional motor vehicle fuel tax rate of one cent per gallon.
