SB 5901 - DIGEST

      Revises the transportation elements of the comprehensive plans.

      Authorizes grants to local jurisdictions to conduct a community assessment process.

      Creates the community assessment fund.

      Designates the elements to be reviewed by the community assessment process.

      Directs a sum equal to one percent of the motor vehicle excise taxes to the community assessment fund.

      Requires transportation plans to conform with the state implementation plan for air quality.
