      Provides for the administration of the community-based long-term care secured benefit program.

      Establishes an advisory committee.

      Provides for quality assurance procedures.

      Provides for administrative model projects.

      Requires the development of an information system for the projects.

      Creates the secured benefit fund to finance the program.

      Creates the private long-term care insurance commission.

      Makes an appropriation of one million dollars to carry out the purposes of the act.
