      Designates the rights of parents to be informed of, and participate in, the education of their children.

      Requires school districts to publish an annual accountability report.

      Provides for the establishment of school site-based councils.

      Enhances school board powers.

      Establishes the reach for excellence grant program to assist schools in local efforts to improve student learning and skills.

      Specifies target educational outcomes for grant applications.

      Requires annual reports on the progress of the program beginning on October 1, 1993.

      Revises methods for testing student achievement.

      Devises methods for enhancing the teaching profession.

      Provides for the establishment of an instructional specialist certificate and a teaching internship certificate pilot project.

      Establishes the primary grades special emphasis grant program.

      Provides for a workplace skills grant program.

      Creates the voc ed works 2000 program.

      Establishes an urban schools grant program.

      Establishes a small schools grant program.

      Provides authority for a special five percent levy.

      Specifies policies and plans which shall not be subject to collective bargaining.

      Makes appropriations to carry out the purposes of the act.
