SB 5981 - DIGEST

      Authorizes school districts to impose a supplemental levy for maintenance and operation, if approved by the voters.

      Provides for an increase of certificated instructional staff for kindergarten through third grade classes.

      Requires a study of cost-of-living differences for future salary fiscal policy.

      Directs the superintendent of public instruction to develop at least two options of a weighted student formula for consideration by an appointed oversight committee.

      Provides that salary and benefit increases for school district employees shall be the responsibility of the districts and shall not cause the state to incur any funding obligations.

      Revises the formula for determining a district's levy base.

      Directs the superintendent to adopt a complex needs factor formula.

      Repeals RCW 28A.150.410 and 84.52.0531.
