(DIGEST AS ENACTED)

      Amends RCW 35.92.105 to authorize the issuance of revenue bonds, warrants, or other evidences of indebtedness by cities and towns to finance programs for the conservation of water, as well as for the energy conservation programs previously authorized.

      Extends the authorization to counties and further authorizes the counties to assist the owners of structures in financing the installation of equipment to conserve water.
