      Directs that poison and drug information services shall, no later than June 30, 1993, be centralized in a single nonprofit center to provide twenty-four hour emergency telephone management and treatment referral of victims.

      Provides for the establishment of a system for all state agencies to develop a coordinated and consistent response to poison incidents.

      Authorizes the center to receive gifts, grants, and endowments from public or private sources.

      Repeals RCW 18.76.040.
