      Revises provisions of the basic health plan.

      Creates the basic health plan subscription account.

      Directs the reduction of administrative costs of operating the program by the adoption of joint policies and procedures to increase administrative efficiencies.

      Establishes procedures for applications from small business owners and individuals who reside in an area served by a plan and specifies standards for acceptance into the plan.

      Repeals RCW 43.131.355 and 43.131.356.

      Authorizes a foster parent to enroll in the basic health plan subject to appropriation.
