      Creates a temporary commission to be known as the commission on environmental strategies and designates its membership.

      Directs the commission to consider such factors as reliance upon alternative environmental strategies, budgets and funding for environmental programs, review of federally delegated programs, and the termination of environmental programs.

      Terminates, as of June 30, 1995, the ecological commission, the litter control program, and the environmental coordination procedures act.

      Makes an appropriation of an unspecified sum to carry out the purposes of the act.
