      Requires an applicant for renewal of a commercial salmon fishing license to provide documentation that the licensee landed at least

 one thousand pounds of salmon in the previous calendar year.

      Limits the transfer of licenses, prohibits more than one operator per license, and prohibits the holding of more than one license at a time.

      Restricts the issuance of more than one hundred eighty charter boat salmon licenses annually.
