      Directs the animal control authority to classify potentially dangerous and dangerous dogs.

      Provides for a petition process to object to the determination.

      Requires owners to comply with the provisions of RCW 16.08.080 through 16.08.100 if the petition is denied.

      Provides that the state preempts the entire field of the regulation of dangerous dogs.

      Establishes penalties for allowing a dangerous dog outside the owner's premises without physical restraints.

      Establishes standards for commercial breeders of pet animals and for the licensing of such breeders.
