      Establishes time requirements for approval or disapproval of applications to aid in the prevention of flood damages.

      Requires equal consideration to the protection of human life, animal life, and property.

      Imposes conditions on work performance on flood control projects.

      Requires that the use or modification of a river system must involve basic hydraulic principles.

      Revises the types of damages for concern under chapter 86.16 RCW.

      Establishes priorities in the allocation of funds on flood damage repair projects.

      Repeals RCW 79.90.325.

      Provides that the act shall be null and void if appropriations are not approved.
