Requires development regulations adopted by local governments to protect wetlands to be consistent with state provisions.
Provides that disputes between landowners and local governments should be settled by use of the federal manual for wetland regulation.
Directs local governments to include in their regulations a wetland rating system adopted by the department of community development.
Authorizes transition areas adjacent to wetlands of exceptional resource value.
Outlines activities which are exempt from regulation.
Authorizes counties with less than two hundred thousand population to remove itself, by resolution, from the requirements of the chapter.
Exempts wetlands that are currently subject to regulation pursuant to the shorelines management act of 1971.
