      Provides that the review shall be based on the record developed by the local government and supplemented by such additional evidence as the board deems necessary.

      Limits the review on the record to a determination as to whether the local government's action was in accordance with required procedures, arbitrary and capricious, or consistent with the intent of the shoreline management act.
