(DIGEST OF PROPOSED 2ND SUBSTITUTE)

      Directs the department to make every effort to enforce the obligation to reimburse the state for public assistance expenditures for the prenatal, delivery, and postnatal costs relating to the birth of the child.

      Provides that the act shall be null and void if appropriations are not approved.
