      Designates the individuals who are authorized to enter an explosives manufacturing building.

      Imposes penalties for the improper possession, sale, transport, placement, or abandonment of explosive devices.

      Directs law enforcement agencies to destroy explosives when it is necessary to protect the public safety and welfare.

      Requires the immediate reporting of any theft or loss of explosives.
