      Authorizes the creation of site-based councils, where parents, teachers, staff, students, and citizens join to make decisions for schools.

      Authorizes schools to receive funds to provide resources for restructuring their educational programs.

      Encourages the provision of reasonable employee leave to promote participation in site-based school councils.

      Authorizes waivers from self-study requirements, teacher classroom contact requirements, and the minimum school year requirement upon approval of plans to restructure the school's educational program.

      Repeals RCW 28A.240.010, 28A.240.020, and 28A.240.030.

      Makes an appropriation of ninety-eight thousand dollars to carry out the purposes of the act.
