      Establishes the fair start program to assist school districts in providing prevention and intervention programs for elementary grade students.

      Requires school districts which accept fair start funds to submit, by June 1, 1993, goals and procedures for their project.

      Indicates desired elements of the fair start projects.

      Authorizes the superintendent to provide information to districts regarding how other districts have used fair start funds.
