      Establishes the fair start program to assist school districts in providing prevention and intervention programs for elementary grade students.

      Requires school districts which accept fair start funds to submit, within six months after receipt of the funds, goals and procedures for their project.

      Indicates desired elements of the fair start projects.

      Requires biennial reports on the progress of the projects.

      Provides for local education program enhancement funds.

      Establishes student/teacher ratios for vocational education instruction.
