(DIGEST OF PROPOSED 2ND SUBSTITUTE)

      Designates all marine fishing areas south of the Hood Canal floating bridge as a unique marine resources area.

      Authorizes the department of fisheries to consider additional area closures for food fish, gear restrictions, reprogramming of salmon hatcheries, and adjusting the number of fishing vessels.

      Requires a study of the cause of the decline in runs of Hood Canal origin coho by December 31, 1992.
