      Directs the department of fisheries to conduct a study for the purpose of determining the causes of decline in runs of Hood Canal origin coho salmon.

      Authorizes the department to establish no fishing zones at salmon staging areas at the mouths of all Hood Canal streams and rivers.

      Designates all marine fishing areas south of the Hood Canal floating bridge as a marine fish preservation area.

      Makes it unlawful to take food fish with skin diving or scuba diving gear in the preservation area.
