(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Requires school districts, educational service districts, and their contractors to require a criminal record check, including a fingerprint check, before hiring an employee.

      Authorizes criminal record checks of all volunteers with unsupervised access to children under the age of sixteen.

      Authorizes the superintendent of public instruction to initiate and conduct investigations of violations.
