      Establishes requirements for the addition of nontoxic bittering agents.

      Authorizes the pharmacy board to order removal of noncomplying products from retail shelf space.

      Authorizes individuals to bring a civil action to enforce the act, authorizes civil penalties, and provides for a fine of up to five thousand dollars.
