      Requires the development of an inventory of wetlands prior to the adoption of regulations.

      Requires the counties and cities to mail a notice of proposed wetland regulation to affected landowners.

      Specifies publication of notice requirements.

      Requires a copy of the regulations and inventory to be provided to the county assessor's office.

      Authorizes the study of the feasibility of contracting with public or private agencies to expedite the development of wetland maps.

      Establishes procedures for the revaluation of property designated as wetlands.

      Makes an appropriation of one million five hundred thousand dollars to carry out the purposes of the act.
