      Requires each water system to make a determination by October 1, 1993, concerning whether or not it is appropriate to adopt rate techniques designed to encourage water conservation.

      Requires the department of health to provide technical assistance to the water systems.

      Encourages water-efficient landscaping.

      Requires a study, by January 1, 1993, of the potential for wastewater and greywater reuse in the state, particularly for municipal and industrial applications.

      Requires the installation of source meters to measure the quantity of water entering a system.
